BELMONT, CA – October 23, 2025 — Exact Ventures recently published its IP Multimedia Subsystem (IMS) and Voice-over-LTE (VoLTE) Vendor Market Share and Total Market Analysis for 3Q 2025.
During the quarter, the total IMS market (wireline plus wireless/VoLTE) grew 7% sequentially as a 7% increase in the wireless/VoLTE segment was supported by a 1% rise in wireline sales. The market was down 1% year-over-year due to a 2% decline in the wireless/VoLTE segment.

For the full-year 2024, the total market was grew 2% as growth and China and Latin America more than offset declines in North America, and Europe and Middle East and Africa (MEA). For the full-year 2025, we believe that the total market is on pace to decline by 1% to approximate $2 billion. While the transition away from 2G/3G voice is largely complete in North America, other regions continue with their transition from 2G/3G voice to IMS and VoLTE. We expect that regions outside of North America will continue to invest in IMS to modernize legacy voice infrastructure and transition their wireless subscriptions to VoLTE as a way to transition/prepare for 5G and to free 2G/3G spectrum for 4G/5G services. Operators with established IMS networks are looking at transitioning those networks to be cloud-native so that they can benefit from greater efficiency, scalability, and automation.
Operators will have to continually keep pace with security and privacy threats to make sure that their voice services remain operational and secure even amid hacker and fraud attacks. As core networks are modernized and opened via APIs, network operators will be able to offer their voice services and voice infrastructure to third-party enterprises and developers. 5G New Calling and artificial intelligence functions can enable value-added services like in-calling, real time translation, and in-calling, real time AI assistant services. We forecast that the total market will increase by 6% in for the full-year 2026 as a 7% increase in the wireless-VoLTE segment more than offsets a 3% fall in the wireline category.
